To understand engineering supervision, one must first grasp what supervision actually entails. Generally speaking, supervision refers to the oversight and management carried out by relevant implementers according to certain behavioral standards, ensuring that these actions comply with the standards and helping the actors achieve their intended objectives.
Engineering supervision refers to the professional and specialized engineering supervision enterprises, entrusted and authorized by the project owner, conducting oversight over engineering projects in accordance with the project documents approved by the state as well as relevant laws, regulations, technical standards, contract terms, and design documents. By employing organizational measures, economic measures, technical measures, and contractual measures, these enterprises coordinate and constrain the actions, responsibilities, and rights of the construction contractor on behalf of the client, providing specialized services to ensure that the project proceeds smoothly and in an orderly manner, thereby achieving the micro-management and supervision objectives of the project investment.

As pointed out in the “Notice on Launching Construction Supervision Work,” construction project supervision covers a wide range of engineering projects, including new constructions, renovations, and expansions. Whether it involves the project owner, the design firm, the construction contractor, the supplier of materials and equipment, or the supervisory unit, the carrier of all construction activities is the project itself. All supervision activities are centered around the project, and it is precisely on this basis that the scope of responsibility for construction supervision should be defined.
The acting entity of engineering supervision is the engineering supervision unit.
The subject of engineering supervision is clearly defined: it is the engineering supervision enterprise. An engineering supervision enterprise is an organization that is independent, socially oriented, and professionally specialized, dedicated to providing engineering supervision services and other technical consulting services. Only engineering supervision enterprises, acting on the principles of independence and autonomy, can carry out construction project supervision activities as “impartial third parties.” Supervisory and management activities conducted by entities other than engineering supervision enterprises must not be referred to as engineering supervision. For example, the supervisory and management activities carried out by relevant government departments have distinct tasks, responsibilities, and content that differ from those of engineering supervision and thus do not fall within the scope of construction project supervision. Similarly, any so-called self-supervision conducted by project owners or by other entities lacking the qualifications of an engineering supervision enterprise cannot be considered construction project supervision. For instance, the supervisory and management activities implemented by government departments are carried out by governmental agencies themselves; these activities are distinctly mandatory and administrative in nature. Their tasks, responsibilities, and content differ significantly from those of engineering supervision and therefore do not belong to the scope of construction project supervision. Likewise, any so-called self-supervision conducted by project owners or by other entities that do not possess the qualifications of an engineering supervision enterprise cannot be categorized as construction project supervision.
The implementation of engineering supervision requires the owner’s commission and authorization.
This is determined by the characteristics of engineering supervision, represents an inevitable outcome of the market economy, and is also stipulated by the supervisory system itself. The key distinction between engineering supervision and the administrative oversight conducted by the government over construction projects lies in the fact that engineering supervision is carried out through the owner’s commission and authorization. This approach also dictates that, in projects where engineering supervision is implemented, the relationship between the owner and the supervisory unit is one of principal and agent. This mode of commission and authorization clearly indicates that, during the course of engineering supervision, the authority of the supervising engineer is primarily transferred via authorization from the owner, who serves as the main entity responsible for project management. Throughout the construction process of an engineering project, the owner consistently maintains decision-making authority as the primary manager of the project and bears the primary risks.
Engineering supervision is an engineering construction activity with clear and specific basis.
Engineering supervision is carried out strictly in accordance with relevant laws, regulations, and other applicable guidelines. The basis for engineering supervision includes the project construction documents approved by the state, laws and regulations pertaining to construction projects (but not limited to these), the engineering supervision contract, and other construction contracts. For example, this includes the feasibility study reports, planning schemes, and design documents for construction projects approved by the government; current codes, standards, and procedures for construction projects; laws and regulations promulgated by legislative bodies and government departments at various levels; and legally established engineering supervision contracts, engineering investigation contracts, engineering design contracts, construction contracts, as well as contracts for the supply of materials and equipment. It is particularly important to note that all types of construction contracts (including supervision contracts) constitute the most direct basis for engineering supervision.
Engineering supervision is applicable to both the investment decision-making phase and the implementation phase of construction projects; however, at present, it is primarily focused on the implementation phase of construction projects.
This supervisory and management service provided by engineering supervision covers the entire construction phase of a project, including both the investment decision-making phase and the implementation phase. However, at present, engineering supervision is primarily carried out during the design phase (including design preparation), the bidding phase, the construction phase, as well as the completion acceptance and warranty phases. Commissioning supervision during the construction phase aims to more effectively leverage its roles in planning, control, and coordination, thereby providing optimal management to ensure that the project is completed within the planned objectives. Of course, as China’s supervision industry continues to develop, engineering supervision activities will gradually extend into the investment decision-making phase as well.
Engineering supervision is a micro-level supervisory and management activity.
This point is distinctly different from administrative supervision and management activities conducted by the government. Engineering supervision activities are specifically targeted at a particular construction project. The client entrusts the supervisory firm precisely because they hope the firm will help them achieve the project’s investment objectives. Engineering supervision is a form of oversight and management that closely revolves around all investment and production activities related to the construction project, with a strong emphasis on the actual benefits derived from the specific project. Of course, in accordance with the principles underlying the supervision system, these activities must also safeguard both social interests and national interests.
